ME.14:4 - Solution

Compare feasible current alternatives in the named decision situation using separate consequence and evidence positions, preserve incomparability and branch conditions, and return one bounded action with its result-specific follow-up: no repair return for keep, a named decision or maintained result to create or change for revise, replace, or branch, and the stopped use plus unresolved trade-off for stop.

ME.14:4.1 - Pattern-Use Unfolding

  1. Name the decision and receiver. State who will use the result, which Method or candidate account is under decision, the receiving practice and domain result, qualification window, authority boundary, and the action that keep, revise, replace, branch, or stop would change. The evaluation result supplies no permission or authority by itself.
  2. Construct the current alternative set. Include feasible Methods or variants, a support or capability change when it can address the same problem, the status quo, and stopping or the next-slot use of scarce Work when material. Preserve admission and candidate status for every alternative.
  3. State decision characteristics before comparing. Name domain results, burdens, capability demands, Systems, Agent-performed Work, direct relations, side effects, adaptability, opportunity costs, reversibility, evidence strength, and any additional situation-specific characteristic. State non-compensable stops and who bears each consequence. When the merits of a protective requirement are disputed, use §4.5; otherwise compare under the applicable criteria.
  4. Assemble the available basis by alternative. Use current ME.5 qualification, credible domain estimates or judgement, and structural constraints alongside ME.11 actual Work, ME.12 corrections and ME.13 fit or transfer results where available and relevant. Distinguish observed results from estimates, recover the source and conditions of each relied-on claim, and retain the missing basis that limits the decision. Absence of evidence for one alternative is not evidence of its inferiority.
  5. Preserve the receiving result and Method contribution boundary. Record the domain result separately from Method task completion, support use, report, or self-assessment. Distinguish direct observation, association, contribution, and causal claim. If contribution is unknown, compare the observed or estimated bundle at its supported strength and carry the attribution limit where it matters to the recipient.
  6. Compare capability, System, Work, and relation demands explicitly. For every alternative, name holder-capability inputs, participating Systems, Agent-performed Work, direct relations, assignments, permissions, authority, access, provider and confidentiality boundaries, maintenance, recovery, and evidence Work that changes the decision. Do not let availability or assignment substitute for capability.
  7. Keep trade-offs visible. Show where one alternative improves a domain result but increases burden, side effect, exposure, or opportunity cost. Use current A.19.CPM for non-trivial multi-criteria comparison and A.19.SelectorMechanism when a set-valued selection is needed. Do not invent a total order or scalar winner.
  8. Compare branch and further-inquiry options where they matter. Ask whether alternatives serve different situation families and what information, retained material, capability, support or rollback a branch needs. Name its situation discriminator. Select a further trial or inquiry through C.11.DUA only when its obtainable result could change the choice enough to warrant its full burden, including displaced Work and the available window. An adequate current choice can finish directly.
  9. Return the strongest supported action. keep retains the present course for the named window; revise names the ME.2 repertoire choice, ME.3 requirement, ME.6 architecture decision, ME.7 construction result, or ME.15 repertoire entry to reconsider; replace names the selected alternative and transition conditions; branch names the situation discriminator and retained alternatives; stop names the stopped use or change, what happens to current Work, and the unresolved trade-off. If the available basis cannot distinguish the possible actions, return the retained set and the limitation, together with any supported present course. Select a further probe only under step 8. A stronger choice can remain unresolved when no worthwhile inquiry is feasible.
  10. Route each action according to its kind. For revise, replace, or branch, name the receiving ME.2 repertoire choice, ME.3 requirement, ME.6 architecture decision, ME.7 construction result, or ME.15 entry and the change needed there. If an existing claim is contradicted, identify that claim and reopen only its owning result. If this is a first situated choice or a new applicability distinction, create the needed decision or entry through its owner; do not invent an earlier claim or contradiction. keep adds no repair return. stop preserves the unresolved trade-off and stopped use without inventing a correction owner. If the comparison exposes a possible ME.8 description, ME.9 Method representation profile-row, ME.10 support, or directly governed lower representation contradiction, return the bounded evidence to ME.12; ME.12 identifies and rechecks the maintained correction owner. A worth result does not rewrite that owner automatically.
  11. Package a bounded cross-product evidence result only when needed. XRI-14 may supply SYSE.15 with the situated Method-worth evidence positions and limits needed for an engineering Method-repertoire decision. It transfers neither the ME.14 action, authority, Method rank, causal claim, nor evidence beyond its source-use conditions.
  12. State refresh conditions. Reopen when alternatives, domain consequences, capability or support demands, direct relations, evidence reach, costs, reversibility, situation fit, or the receiving decision window changes.

ME.14:4.2 - Record the Result

ME.14:4.3 - What Changes in Practice

Teams stop asking whether a Method is “best” in the abstract. They can see what it changes in the receiving practice, what it demands from people and Systems, which side effects and opportunities matter, what the evidence actually reaches, and why several alternatives may remain.

This also makes stopping constructive. A stop can protect scarce Work or avoid an unrecoverable commitment while retaining the evidence and conditions needed to reopen the decision later.

ME.14:4.4 - Minimal Constructed Worth Replay

Continue the constructed temperature-sensor review case. The decision is how Calibration-Team-A should review reports through day D30. Alternative ALT-M retains admitted M-Unit-Review-1, description edition 4, and the manual conversion table; for the present review decision it uses the representation repaired in ME.12. Alternative ALT-L uses the current lightweight checklist that verifies tolerance but has no explicit unit-normalization step. ALT-S stops the proposed Method change and keeps the present release hold until a supported permissible continuation is available.

The evidence for ALT-M includes the two earlier admitted ME.11 occurrences of M-Unit-Review-1 performed by the same qualified Reviewer-17: seven minutes on the ordinary same-unit report and twelve minutes plus one table lookup on the mixed-unit report; both decisions were correct and the mixed-unit release was stopped. A separate constructed matched replay of ALT-L, admitted as W-L-Rep-1 and W-L-Disc-1 under the same holder, team, report pair, and window, took five and six minutes. It accepted the ordinary report but failed to expose the mixed-unit mismatch. The replay supplies no causal claim beyond these occurrences and no evidence about another holder or automated support route. The two earlier ME.11 observations are not trials of the later representation repair in ME.12.

Return branch: require ALT-M for reports whose sources can use different unit systems; retain ALT-L for the bounded same-unit situation. The discriminator is recoverable source-unit variability, not reviewer preference. Retain ALT-S as the stop when that variability cannot be recovered. No earlier decision about this unit-variability branch is supplied in the constructed case. Return the branch to ME.15 as new applicability entry APP-UnitReview-TeamA-D30, recording the three alternatives, the source-unit discriminator and the D30 window. It records when to use the existing alternatives; it changes no Method identity and claims no contradicted predecessor. This result covers the stated conditions through D30. For a later reliance, use A.10.1 to identify which premises remain applicable and which qualification, condition or evidence gap actually needs renewal. A real expiry still limits use; new field investigation is selected for its useful obtainable answer, not merely because the date advanced.

This result does not show that ALT-M is universally superior or caused every correct decision. It demonstrates why lower burden alone cannot compensate for the current release stop. The merits of that stop are a separate question when they are disputed; use §4.5 for that appraisal.

ME.14:4.4.1 - An Adequate Choice Before the Review Window Closes

Suppose the current report sources have an inspectable same-unit schema, the reviewer and support remain qualified for this use, and the existing comparison covers the present release question. Keep ALT-L for that bounded case and preserve the ALT-M branch whenever source-unit variability matters. Another forty-minute replay would displace review of a newly changed report before the deadline without changing this choice. The recommendation is complete on the available basis.

ME.14:4.4.2 - An Unresolved Alternative with No Obtainable Probe

A proposed automated conversion route might reduce later review effort, but its contribution remains unknown and no permitted test access is available before the current decision. The existing ALT-M route still supplies the required review under its stated conditions. Retain the automation proposal for a later comparison, stop the unsupported present change, and continue the qualified ALT-M course. That decision leaves the automation comparison unresolved. Further investigation can be chosen when its obtainable answer is worth the full burden; retaining the proposal creates no trial commitment.

ME.14:4.5 - Appraise a Disputed Protective Requirement

Use C.11.DUA §4.3 when the live comparison asks whether a protective criterion, threshold or evidence demand is justified. Identify the protected person, system or result and the particular unwanted outcome. Examine the governed quantity or activity, the measurement and causal basis needed for this question, the threshold’s value choice, and the additional protection under the present conditions. Compare that protection with the burden, delay and displaced protective Work, using the domain methods needed to judge them. Return supported retention, tightening, revision, replacement or removal only among meaningful alternatives.

In the unit-review case, normalization exposes a consequential mismatch that the tolerance-only checklist missed. That supports preserving the protection where source units can vary. Whether every report needs the same extra operation still depends on the actual unit guarantees, what the operation adds and what its burden displaces. The label safety and the fact that a rule is currently binding settle neither that merits question nor the authority to amend it.

Name the disputed protective rule and explain whether it should be retained or changed, what protection your advice preserves, and why the evidence supports it. If you propose a change, identify who can approve it and when it can take effect. End the appraisal with the supported advice and its relevant limits. Approval of a proposed change is a separate decision. Until the rule is changed, select only a way of working that complies with it. If none can deliver the needed result by the deadline, report that consequence. A later change of the rule does not undo the missed opportunity.
