ME.18:10 - Rationale

No single evidence form covers overt action, recorded recurrence, recalled judgment, tacit coordination, and cross-setting variation. Combining these evidence forms is useful only when each is connected to a claim and a receiving decision. The matrix, scope rule, justified check choice, and stop make that combination testable without claiming a universal research protocol.
