OCE.10:0 - Use This When

People nominally support an organization change, but the needed contribution is avoided, distorted, late or unnecessarily burdensome. Begin with one concrete episode: what contribution was expected, what happened when a participant tried, and what made another action more reasonable or safer?

Use OCE.10 to investigate the organization-side conditions and choose a supported response. When the task includes performing an intervention, retain its protection and authority limits and observe the receiving work. A sufficiently supported recommendation or current continuation may finish before an intervention or new inquiry is selected. The target-working-culture branch concerns how local ways of contributing, challenging and helping are learned, recognized and repeated; it is not a programme for changing people’s personalities.

The first useful result may be “repair the missing access”, “change the contradictory consequence”, “obtain qualified practice”, or “the current evidence does not distinguish these causes”. A resistance label or a culture score is not an intervention.

Do not use this pattern to settle an employment, clinical, legal or personal-welfare case, or to replace a direct task or service decision whose cause is already known. Use its qualified owner. OCE.17 concerns the culture of Organization Change Engineering practice; OCE.10 concerns the organization being changed.
