A practitioner and the affected participants need to make a selected contribution workable in the target organization. A new request may conflict with an old reward, an effective duty, workload, belonging, legitimate concern or an established local practice. Formal design and nominal consent can coexist with those conflicts.

The governed move is a bounded intervention on participation conditions or recurrent working practice. The practical gain is a different, supported action instead of repeated persuasion or a larger training order.
