OCE.11:2 - Problem

Change plans often count installation but omit learning, supervision, double entry, observation, exception repair, recovery and catch-up. The resulting plan allocates the same participant’s time or support resource twice.

An incident can then consume the assumed margin while the change continues unchanged. A nominal migration finish can retire support that another change or service still uses. Neither a milestone nor an approved document establishes that the overlap remains workable.
