| Force | Tension |

| Continuing commitments | Users need service while the organization needs time to improve its ability to serve them. |
| Real burden | Learning and recovery are necessary work, not free overhead. |
| Limited exposure | A small trial reduces possible harm, but only if fallback and support are actually usable. |
| Several decisions | Allocation, admission, priority, service protection and change authority may belong to different owners. |
| Hand-back | Temporary support must eventually end, but ending it by date alone can remove a still-needed condition. |
