OCE.12:3 - Forces
| Force | Tension |
| Distributed contribution | Several people can contribute; their capabilities, authority and available time differ. |
| Role performance | People need to know their expected contribution; their concerns and aims may also affect how they perform it. |
| Capability development | Developing a capability and arranging its later use require different work; that use also needs help and observation. |
| Continuation | Continuation should not require the initiator at every episode, but other contributors may still need help. |
| Plural authority | A peer or volunteer can contribute without becoming anyone’s subordinate. |
| Negotiated contribution | A feasible proposal may impose conditions or burdens that a participant cannot accept. Benefit alone does not establish consent. |
