Organization change alters relations through which contributions are obtained and burdens distributed. Observing only the intended local result can miss the reason a revision is needed. Beginning with the receiving decision selects an informative, affordable observation scope.
A qualified comparison preserves the meaning of each value and the conditions under which it was obtained. That permits a decision owner to distinguish a real conflict, a measurement problem and an unresolved causal question, instead of treating every disappointing observation as proof that the whole arrangement failed.
