Local improvement is easily mistaken for an overall result. A shorter handoff can transfer work to another role, defer an exception, exclude difficult cases or depend on extra support. Favorable implementation outcomes, such as attendance or adoption, can coexist with poor customer or worker consequences.
Observations can also cease to be comparable. Demand, staffing, eligibility, the work configuration or the measurement procedure changes, but a before/after chart hides the difference. Missing observations are treated as zero problems; plausible explanations become asserted causes.
The practitioner needs to assemble the consequences that can change the decision, qualify what each observation supports and return a comparison that preserves both gains and losses.
