Decision timingAn answer is needed while change is still possible, but some consequences emerge only later.
ComparabilityA shared basis permits useful contrast, while the work, population and measurement can change.
Breadth and effortRelevant transferred burdens must be found, while observing every possible consequence would stop useful work.
AttributionA decision may need a causal claim, while descriptive evidence is often the available and sufficient first result.
Affected participantsPeople can expose hidden consequences, while evidence use must respect privacy, protection and the cost of contributing it.
