OCE.13:4.5 - Return the comparison and the next question

Give the receiving decision the supported contrasts, their subjects and periods, the conflicting benefits and burdens, incompatible or missing evidence, surviving explanations and the exact uncertainty that still changes action. Keep enough provenance to recover the observations and enough currentness information to know when they cease to apply.

A compact result can say:

For the declared release family and observation windows, late evidence returns decreased, while late service follow-ups increased. The counting rules are aligned; staffing and case mix are not held equal. The comparison does not attribute either difference to the hybrid arrangement. The next decision-changing question is whether the current release-support assignment occupies the interval needed for service return.

Use OCE.14 when that result challenges an organization relation and a revision is the next question. Use OCE.10 for a supported participation or target-culture question, OCE.11 for a service/change conflict, or the direct measurement, safety, customer or other owner for its missing result. Give OCE.15 or OCE.17 feedback only when a reusable Method or practice-continuation question actually arises.

If the next useful output is an observation plan, name the question, procedure, permitted source, responsible provider, timing and conditions. Do not describe its proposed readings as obtained.

What changes in practice is the choice of the next move. The organization can retain an observed gain, investigate a displaced loss and stop an unsupported claim without treating them as one all-or-nothing verdict on the change.
