OCE.13:5.1 - PumpWorks gains and transferred burden
This is a constructed extension of the PumpWorks example. Its observations are fictional. A separately authorized limited hybrid arrangement is in use for the weekly evidenced release family.
The receiving decision is whether the current release-support assignment should continue. The example supplies permitted records and a locally qualified counting procedure. It defines an eligible evidence crossing and service follow-up, the agreed information deadline and how open cases are handled. The same definitions apply in two declared eight-week windows.

Staffing, incident mix and product mix may differ. The equal denominators do not make the before and after cases a controlled experiment or identical population.
OCE.13 preserves both numerical contrasts and the limited interview evidence. It does not average the two proportions, call the change a net success or infer whole-organization customer benefit. The observed return improvement remains useful even while its cause and wider effects remain open.
The next inquiry is specific. Inspect the obtaining release-support and service assignments, their work intervals and the relevant work evidence to determine whether one holder is committed in incompatible windows. Request the service owner’s qualified coverage and substitution conditions if revision becomes the receiving question. The comparison itself does not supply those results.
The result returned to OCE.14 therefore contains the two contrasts, the report’s limited reach, live staffing and mix explanations, and the exact assignment question. If the later assignment result confirms a conflict, an authorized revision can respond to that conflict without claiming that this observational comparison established the hybrid arrangement’s full causal effect.
