OCE.13:6 - Bias-Annotation

Available metrics favor visible, easily counted work; ask which recipient or burden is missing. Survivor and selection bias can make the observed population easier after the change; preserve exclusions and changed eligibility. Sponsor preference can reward a favorable story; show the strongest decision-changing rival and the people bearing the loss.

Participant evidence can expose what records omit, but contributors may face unequal risks or incentives. Keep lawful evidence use, protection and the limits of each report part of the result.
