OCE.16:1 - Problem Frame

Each change can look locally plausible while the conjunction is not. One effort can promise autonomy while another introduces a new approval; a provider or repository transition can retire an evidence-return contribution that another change still needs; two changes can rely on the same holder in action windows that aggregate availability hides; or an authority change can depend on a credential contribution whose own authorization depends on the incoming authority.

The reverse error also matters. Practitioners can infer a contradiction from different language, a programme map, or one actor’s prediction even though the direct relations are compatible. The useful move is therefore not a universal scan or premature joint design. It is a bounded dependency probe around one consequential action.
