OCE.16:2 - Problem

Separately maintained change accounts often stop at their own boundary. The owner of the alteration sees a completed migration, assignment, or design; the owner of the consuming change discovers the missing condition only during enactment. A central coordination layer can make the problem worse by replacing exact subjects, truth statuses, and authorities with traffic-light summaries.

Without a domain entry-and-return Method, practitioners either miss the interaction or duplicate the direct comparison. The first loses an enabling condition. The second lets a coordination note appear to choose architecture, authority, support, or operating commitments that remain owned elsewhere.
