OCE.17:1 - Problem frame
Use this when an organization-change practice seems to be spreading, fading or changing among practitioners, and that difference matters to their next work. A case group still teaches “organization mapping”, yet its members now submit charts without recovering who supplies an input, who uses it and who can decide. Elsewhere the old name disappears, but practitioners still make those distinctions in real cases. The useful question is what continues in the work, not which label survives.
Start with one consequential OCE move in one organization-change episode. Compare the practice claimed with the action and usable result actually recoverable there. Then examine the connections through which another practitioner could encounter, attempt, criticize and continue it.
Continuing organization development is the wider concern. This Method covers the cultural continuation of Organization Change Engineering practice across practitioners and work settings. Its subject is the practice and the relations through which it is transmitted, recognized, selected, enacted, retained or lost. A practitioner population is not automatically one organization, System or capability holder. A Method is a reusable way of obtaining a result. Its description, a carrier such as a file or course handout, and an occasion of using the Method are different things; teaching can use the description and carrier as support.
The first useful result may be “the operative practice continues under another name”, “the recognition rule rewards the wrong result”, or “there was no suitable opportunity to observe use”. A supported intervention can follow; a workshop or profession-wide survey is not an entry requirement.
Use another pattern when the question is the working culture of the organization being changed: OCE.10 supplies that branch. Use OCE.15 when the reusable OCE Method or repertoire itself needs repair. A person’s learning target without a cultural-continuation question belongs with HCD or the qualified learning provider. An adequate current continuation account can simply be used.
