OCE.1:3 - Forces
| Force | Tension |
| Urgency | Leaders want a target quickly, while a false organization boundary makes later speed expensive. |
| Familiar labels | Charts and programme names aid orientation, while they can hide the actual System and relations. |
| Outside contribution | One contribution should orient the focus, while an organization can make several contributions to several receivers. |
| Consequence breadth | Employees and customers are visible, while providers, service Systems, products, natural Systems and future users may also bear consequences. |
| Authority | A bounded decision needs a legitimate issuer, while responsibility, influence, sponsorship, and access can be mistaken for authority. |
| Reopening | The focus must be useful now, while evidence about Work, contribution, authority, or affected Systems can defeat it. |
