OCE.1:2 - Problem

Without a bounded focus, every later result can be locally polished and globally misplaced. A team can optimize one handoff while the intended contribution depends on another organization; call a provider part of the organization without a supported relation; treat employees as the only affected Systems; or widen an executive request into authority for every downstream decision.

The change effort then has no truthful stop because neither the receiving contribution nor the changed organization was fixed.
