OCE.8:10 - Rationale
The recurring organization problem is not “human or technology?” It is how one organization should obtain a bounded contribution through representative Work under current conditions. That frame keeps development, assignment, provider, Method/interface/platform, and hybrid branches comparable while their changed objects and direct owners remain distinct.
A sociotechnical comparison is stronger than static function allocation because distributed Systems, artifacts, providers, decision points, communication, adaptation, affected-person burden, and recovery can determine whether the arrangement works. A same-result comparison is stronger than a list of interventions because it prevents a complete hybrid from winning against a failing baseline and partial fragments.
Choice remains a separate governed act. Recommendation, provider commitment, configuration testing, provision, performed Work, capability change, participation repair, adoption, and operating-organization capability each need their own truth makers.
