OCE.8:9 - Consequences

The organization can compare development, assignment, provider, Method/interface/platform, and hybrid possibilities without collapsing them into one automation scale. Baselines and fragments stay visible, participant knowledge changes explicit decision positions, and a missing authority or safety result becomes a precise return.

The cost is disciplined incompleteness. Attractive proposals may remain outside the OptionSet, and the current result may be reroute rather than a choice. Whole-candidate evidence can require specialist, provider, participant, and Operations work before a lawful probe or allocation is possible.
