| Force | Tension |
| Small increment | A small change is easier to recover from, but a fragment that never reaches a receiving use cannot demonstrate organization capability. |
| Integration | Participants must work together, while assignment, authority, access, provision, learning and acceptance remain different results. |
| Representative practice | Realistic work exposes failures, but exposure must stay within the authorized and protected envelope. |
| Continuing service | Learning, supervision and recovery require time that existing service may already consume. |
| Repetition | Later use tests dependence on special support; no fixed number of repetitions proves every capability claim. |
