OCE-CONSEQUENCES - Keep a useful contribution while repairing the service it disrupts
- Situation: The intended contribution improves, but another service deteriorates and the same support holder may be committed in incompatible windows.
- Question: What do the observations establish, and which relation can the responsible owner change now?
- First useful result or blocker: A comparison preserving both gain and loss, then a justified authorized revision or the particular missing relation, protection or authority result.
- Start with: OCE.13 - Observe and Compare Organization-Change Consequences for the unresolved consequence question. If an adequate result already identifies the challenged relation, enter OCE.14 - Decide Whether and How to Revise the Organization from Qualified Results directly.
- Stop or return: Preserve a descriptive contrast at its supported scope. An authorized allocation change still needs effective assignments, usable support and the relevant receiving observations.
- Compare like observations and retain unlike consequences. In the later, separately constructed PumpWorks episode, matching eligibility and counting rules apply to two eight-week windows. Late evidence returns fall from 8/40 (20%) to 3/40 (7.5%). Late service follow-ups rise from 2/20 (10%) to 6/20 (30%). Reports of extra checking after hours have no comparable earlier report set. OCE.13 retains all three results at their actual reach; staffing, incident and product mix still prevent attribution to the hybrid arrangement.
- Obtain the fact that changes the revision choice. Suppose the assignment and work account separately confirms that one support holder is committed in incompatible windows. Qualified service and employment contributions establish protected coverage and feasible substitution. That result supports a bounded repair question without first proving the overall causal effect of the organization design.
- Compare the real revision alternatives. OCE.14 compares the current assignment, a repaired support interval with qualified substitution, and suspension of the affected hybrid contribution with an available manual recovery. Under the supplied service constraint, unchanged double allocation cannot continue. The authorized owner selects support repair and accepts less time for other change work. Independent Safety acceptance and release authority remain unchanged.
- Make the decision usable and return its consequences. After the required allocation and holder-acceptance acts occur, OCE.6 supplies the changed effective relation. OCE.9 establishes the still-missing support integration; OCE.11 protects the overlap and return to service; OCE.13 supplies the next comparison when it can change continuation. If protected coverage is unavailable, the dependent repair stops. The observed contrasts and unaffected contributions remain usable.
The hospital application changes the receiving question: shorter waiting among admitted cases can coexist with more severe-case diversion and missing follow-up. Obtain the clinical and measurement result needed for the intended patient claim. A qualified protection requirement can justify an authorized pause before overall causal attribution is settled; OCE does not supply the clinical judgement or that authority.
