OCE-ASSOCIATION - Preserve contribution and authority across membership and service changes

  • Situation: A distributed association depends on volunteers, employers, publication services and bylaw-governed decisions. A chair’s term or another change can remove a condition needed by continuing work.
  • Question: Which relations remain effective, which contribution can continue, and which direct decision must return to each affected change?
  • First useful result or blocker: The position and assignment facts needed for the next action, coordinated architecture decisions or a supported cross-change dependency with its direct result still needed.
  • Start with: OCE.6 for an enabling condition, OCE.5 - Define Organization Positions when position continuity or vacancy matters, or OCE.16 - Reconcile Simultaneous Organization-Change Work for a condition changed by a separate initiative.
  • Stop or return: Stop the action whose authority or support has expired; keep unaffected permitted work. A referral to governance is not its decision, and OCE.16 creates no authority over the participating organizations.
  1. Separate a continuing position from its present holder. In the association application, OCE.5 describes the editorial-chair position already established by the effective bylaw, with its expected contribution and eligibility. If that basis is missing, the description remains a proposal or the position claim remains unresolved. Vacancy or a replacement holder need not create a different position. OCE.6 separately obtains the required election or appointment acts, volunteer acceptance, publication access and any employer permission. When no continuing position is needed, a direct assignment can suffice.
  2. Coordinate structures without forcing them to match. OCE.7 - Coordinate Product-or-Service and Organization Architecture Decisions compares organization-side, publication-service-side, joint changes and a bounded mismatch. Ballot rules, repositories, language communities and employer arrangements can justify different structures and timetables. Each responsible owner makes its own decision and states the contribution, accepted burden and condition that reopens it.
  3. Use the arrangement for a bounded receiving result. With qualified participants, lawful source use, translation and repository support supplied, OCE.9 exercises an amendment packet through submission, challenge and correction. OCE.12 can supply peer facilitation and feedback. Packet preparation is not adoption of the standard. If the chair’s term expires, OCE.11 stops the action needing that officeholder’s authority; an OCE.14 reassignment remains a proposal until the body authorized by the current rules decides it.
  4. Follow one consequential dependency between changes. Suppose a credential change expects authorization from an incoming chair, while the election change expects new credentials before the ballot establishing that chair. OCE.16 checks the alleged circle against the actual bylaws, authority, credential evidence and windows. Method Engineering ME.6 can compare the relevant order and support arrangements; OCE.4 and OCE.6 supply contribution and enabling-relation results; the association’s governance body supplies the bylaw-authority judgement. Return each resulting condition, or the missing result, to both changes. An expired term remains expired, and a sufficient direct answer ends this coordination question.
