OPS.12:6 - Bias-Annotation

People with little control over schedules may find it difficult to report a conflict, while a manager sees only completed output. Use an appropriate way to obtain their account and compare it with the work arrangement; silence is weak evidence that no burden exists.

A productivity measure also favors the group whose work it counts. Follow exception handling and displaced work to the affected recipients before describing the intervention as a gain. Keep unlike observations visible when they support different decisions.
