OPS.13:5.2 - A test promise and a field-release promise differ

Field release of candidate R42 requires applicable T9 test evidence, the result of safety question S19 and the authorized release decision. A test-service commitment can establish when the agreed test result should be available. Its acceptance criteria concern that test service.

If S19 is still unresolved or T9 evidence does not apply to the configuration proposed for release, the release practitioner lacks a result needed for the wider promise. The operating response is to state that dependency and obtain the missing decision. The test work can continue where its laboratory permission and other conditions allow it.

If an earlier commitment promised field release, agreeing a narrower test service does not close it. The recipient needs an explicit revision, refusal or unresolved release position from the parties authorized to make that decision.
