OPS.20:2 - Problem
A team wants useful operating practice to continue and harmful or stale practice to change. It often responds with training, publication, a required field, or a tool rollout because those actions are visible and easy to count. If the team cannot state the value, participants, applicability, positive case, and failed case for one cultural predicate, those activities cannot show what changed.
Several identities are also compressed. A school label becomes a Method; a MethodDescription becomes the Method; handover Work becomes transmission; local use becomes population selection; a successful service result becomes retention and proof of causality. Once joined, these claims cannot direct the next observation or preserve a truthful unknown.
Intervention adds a further boundary. An Operations lead may be permitted to change one handover or local carrier without authority over another shift, professional practice, employment condition, safety decision, or wider field. The proposed intervention, performed Work, changed subject, later cultural observation, and later operating consequence must therefore remain separately inspectable.
