OPS.21:3 - Forces

ForceTension in the work
Direction and local knowledgeA shared purpose needs compatible contributions, while each team sees conditions that a corporate ratio omits.
Ambition and credible actionA demanding aim can expose an improvement opportunity; an unsupported demand can induce concealment or unsafe shortcuts.
Comparability and unlike workA common measure can aid learning while differences in demand, equipment, obligations or starting conditions defeat a ranking.
Visibility and burdenMore observations can reveal a neglected consequence, but collecting them consumes operating capacity.
Local recognition and joint resultsA team can improve its score by moving work, delay or cost to another participant.
Stability and revisionA retained aim guides effort; changed needs can make it irrelevant even when its number remains attainable.
