OPS.21:4.4 - Construct an ambition and expose what attaining it would require

Generate candidate aims from the useful change: the recipient need that remains unmet, a demonstrated improvement opportunity or a relevant comparison. Contrast them with continuing current performance. For each serious candidate, explain why the difference is worth pursuing and which action might produce it. Include displacement, quality and continuing-service conditions.

Select the degree of ambition through that comparison and discussion with the people whose contributions it needs. A target can exceed the current expectation when there is a worthwhile, intelligible gap to work on. There is no generally correct percentage of stretch. A high number without a plausible way to achieve it is a demand for further construction, not an executable operating instruction. Where the way is unknown, a bounded learning contribution can be the current aim.

Keep the conditional forecast honest through MA.5. Use MA.1 and MA.2 and OPS.10 to expose resource and payment implications. A target of twelve repairs, an expectation of eight and resources for ten can be jointly intelligible: the differences locate work and decisions. They do not authorize promising twelve.
