OPS.21:5.2 - Decline a misleading ranking
Two archive teams report requests completed per hour. One receives indexed digital material; the other also locates damaged, incompletely described records and assists the first team with difficult cases. Ranking their ratios as performance would conflate different work and hide the shared contribution.
They retain the quantities for understanding demand, compare like cases only where that comparison has a sound basis, and examine whether recipients obtained usable material within the relevant dates. The second team’s improvement from its own earlier condition remains interpretable only with changes in mix and assistance visible. They choose a concrete improvement in unresolved locating work, while monitoring an already adequate response condition without a higher quota.
