OPS.23:1 - Problem frame

Use this when individually plausible answers about local work, delivery, capacity, service, money or people’s working conditions do not yet explain what the continuing operation can actually deliver. A person can finish the assigned task while the recipient still waits; a team can accelerate processing while the whole promise becomes infeasible. The needed result is a connected operating judgement: what can proceed, what must change, or which missing answer prevents a responsible decision.

The first useful move is to name the result the recipient must be able to use and follow one proposed local action to that result. Where does its contribution become usable, and which other condition must hold? Reuse current answers; pursue only a missing connection that can change the operating choice. Ordinary prose, a sketch or a current shared account can suffice.

Use a direct OPS Method when it already supplies the whole answer. An isolated capacity calculation, a known permission rule or a settled service decision does not require reconstruction of the whole operation. Use OPS.19 for an identified conflict among simultaneous work; this pattern also applies before such a conflict has been found. It supplies reasoning, not specialist judgements, missing resources or authority.
