OPS.23:2 - Problem
Operating decisions are often made from different local accounts. A completion count, a queue view, a resource calendar, a service promise and a cash forecast can each be correct while their combination is impossible or useless. Conversely, requiring a complete enterprise model before any decision delays an adequate local result. The practitioner needs to assemble just the mutually relevant answers and preserve their conditions through a change.
