OPS.8.2:9 - Consequences

Useful preparation and development can occupy otherwise idle intervals without spending the selected protection. This requires an arrangement whose return fits, not a universal permission to fill reserve time.

The construction can also justify leaving an interval empty. It exposes which change would make another use feasible: a smaller auxiliary unit, earlier preparation, a different resource, faster restoration or a revised service commitment.
