OPS.Preface:15 - What this publication covers and leaves outside
The patterns cover independently enterable questions about operating focus, views, subjects, current state, admission, continuation, priority, queues, constraints, capacity and structural coordination. They connect that work to affected people, supported promises, operating and financial consequences, useful accounts, bounded Method improvement, Method-repertoire selection, quality/reliability responses, reconciliation of simultaneous operating results, and deliberate cultural continuation. OPS.21–22 add the construction of meaningful operating aims and the interpretation of performance under changed conditions, while keeping service promises, capability assessments and reward decisions distinct.
A plan or calculation does not establish performed Work, accepted service, a health effect, field release, Method identity, causal improvement or later use by a practitioner population. Those claims require their own evidence, conditions, authority and specialist results. The package table keeps the Operations questions distinct.
