OPS.Preface:6 - Shared attention is stronger than visibility and weaker than consensus

A current operating account carries qualified claims about exact subjects and commitments for named decisions. It includes evidence and provenance, uncertainty and disagreement, permissions and authority, next decisions or permissible Work, and refresh or expiry conditions. Different participants may use different views while preserving subject and claim correspondence.

One source of truth is not required. A visible dashboard is not sufficient. The useful result is that participants can recover what is claimed, by whom or from which source, for which horizon and decision, with which uncertainty and authority, and what must happen next.
