OPS.Preface:7 - The control branch is conditional

Observer, controller, plant, supervisor, observation, actuation, feedback, and rate distinctions enter an Operations decision only when they change its coordination choice. Current FPF supplies generic control relations, selected control-structure views, and rate/dynamics claim discipline. Operations retains the decision-specific operating System, commitments, current state, intervention, authority and evidence for that intervention, and service or production consequences.

A controller product, loop diagram, feedback label, or control room does not make every operation a control loop. A selected control view establishes neither feedback closure, rate adequacy, stability, safety, authority, evidence sufficiency, nor an Operations Method.
