PSD.14:3 - Forces

ForceTension
Timely warning and observation burdenFrequent data may detect changes sooner, but collection, interpretation and response have costs and can overwhelm the receiving work.
Focused learning and unexpected changeA targeted test can resolve a decisive question while overlooking a new concern outside the original model.
Continuity and justified revisionStable advice avoids needless churn; preserving a conclusion after its premise fails creates false confidence.
Shared follow-up and differentiated authorityOne arrangement connects observers, specialists, advisers and choosers without giving them each other’s powers.
Trigger clarity and uncertain evidenceAn explicit condition helps action, but a noisy measure or an unqualified threshold cannot decide the response.
Service continuity and a bounded engagementFollow-up may require real client contact or referral while the completed recommendation application remains complete.
