PSD.14:4.5 - Interpret actual observations before revising advice
When evidence arrives, first establish its subject, configuration, interval, provenance, Method, uncertainty and allowed use. A current source label alone is insufficient. Use A.10 for the actual reliance. An adequate existing interpretation may support the answer; a missing one may limit or block it. Select a further specialist result through A.15.9 and C.11.DUA only when its attainable contribution warrants the whole burden within the receiving window.
Compare the qualified evidence with the exact condition it was meant to test. Distinguish a change in the world, a changed source claim, an expired reliance window, a changed value judgement, a revised model and a merely changed representation. A diary review date is not by itself an expired reliance window. When meaning, applicability and access remain compatible, a repaired reference may finish the source update without renewed advice, multi-use search or another result record. A real expired reliance window or missing necessary observation still limits present use.
A source changing from A to B does not establish that advice about A is now valid for B. Preserve the earlier result for its earlier subject and conditions. Return the current use as unqualified when its basis is missing; obtain further qualification only when the needed stronger answer warrants that contribution. Similarly, failure to observe a threshold crossing proves nothing unless the observation coverage and sensitivity support that inference.
Keep the observations and their interpretation distinct from the next decision. If an authorized owner supplies a changed action decision, recover it separately. If the adviser concludes that a different action should be considered, that is renewed advice, not implementation control.
