“The stakeholder register is complete.”Ask which plausible consequence bearer or participation condition could change the receiving use.
“Everyone agreed in the workshop.”Preserve who expressed what, under which channel and limits; establish consensus only through its direct basis.
“The community representative speaks for residents.”Recover the constituency, mandate, scope, and dissent or return the representation gap.
“Affected means invited.”Discover consequence bearers independently of participation.
“Every concern becomes a criterion.”Pass concerns to the formulation and value patterns; do not convert them silently.
“No one mentioned it, so it is irrelevant.”Distinguish missing evidence or access from supported non-materiality.
