PSD.4:2 - Problem

An implicit sponsor boundary hides who and what the inquiry sacrifices. A comprehensive “whole system” map creates the opposite failure: every related condition enters, no stopping rule survives, and the receiving decision disappears. An exact scope declaration can conceal that the underlying inquiry cut remains contestable.

Once models and data collection begin, their available variables make the boundary appear natural. Excluded concerns then vanish rather than remaining explicit deferrals. A later observation is treated as noise instead of evidence that the inquiry should widen, narrow, or change formulation.
