Measurement and meaningObservable measures help comparison, while easily measured proxies can displace the actual concern.
Trade-offs and protectionSome sacrifices are legitimate within the question; others require a separate authority or are outside permissible compensation.
Individual and collective valuesA common comparison is useful, while unlike participants need not share one value function.
Precision and honest incompletenessExplicit scales and preference questions can clarify a choice, while unsupported weights create false precision.
