STR.12:1 - Problem frame

Use this when a material observation may change a strategic assumption, comparison, selection rule or commitment, or when a chosen commitment lacks a feasible way to detect such a change in time.

A service trial may approach a shared-capacity limit before its next review. A cost estimate may invalidate the reason for further inquiry. A new opportunity may matter even though every existing indicator is green. Conversely, an alarming news item may concern a market the chosen direction does not serve. The working question is what this information changes for this decision, not whether the dashboard changed colour.

Strategy is the wider practice. This pattern governs the connection from a strategically material signal to a qualified continuation or reconsideration of direction and commitments. It does not govern routine process control, generic source maintenance, emergency response or implementation of an organization change.

The practical gain is a timely response of the right scope: continue on an adequate basis, change one assumption, reconsider a bounded commitment, or apply a stop already authorized for these conditions. Useful independent work remains intact.

Do not use this pattern to reopen a decision for every source revision or calendar review date. Reuse an adequate follow-up arrangement for the same question and conditions. Apply a direct operational or emergency rule when that is the live work; a later strategic interpretation need not delay an already required protective response.
