STR.12:2 - Problem
Strategic plans often name indicators without naming the decision they can change. An observer notices a signal, a manager interprets it as an instruction, and work changes without anyone distinguishing a warning from a judgement or an authorized response.
Another failure is inertia disguised as disciplined follow-up. The team gathers evidence after the choice can no longer be changed, treats a missed observation as confirmation, or leaves a conditional commitment running while a necessary permission or assumption has failed.
Both failures are possible with a sophisticated dashboard. The missing connection is between qualified evidence, the particular premise it bears on, the receiving decision and a feasible response.
