STR.12:4 - Solution

Connect the signal to its actual receiving use. Qualify what was observed, distinguish the kind of change, and obtain or apply only the response supported by the evidence and authority. An applicable PSD.14 follow-up result can supply this connection; add only the missing strategic consequence.

STR.12:4.1 - Recover what was actually chosen and what still depends on conditions

Separate the recommendation, the authorized choice, intended implementation and observed performance. A recommendation to prepare does not establish a commitment to the larger direction. A plan to perform a trial does not establish either permission or performance.

Recover the decision’s subject, horizon, alternatives, protected contributions, resources and relied-on assumptions. Identify the actual holder of each decision material to the possible response. Use the existing STR.11 or direct decision account where it is sufficient.

For each live dependency, ask which conclusion would change if it failed. A problem formulation, eligibility rule, consequence estimate and resource authorization are different possible targets. Do not label the entire strategy invalid merely because one target changes.

STR.12:4.2 - Make timely observation and interpretation feasible

Name a small set of decision-significant observations, their sources, capable interpreters, receiving owners and required timing. Include a route for a material unanticipated concern where the exposure warrants it. An observation can be a qualified participant account or changed permission, not only a number.

Distinguish three things:

  • A warning sign suggests that a premise deserves attention.
  • A reconsideration condition requires a named judgement to be reopened.
  • An authorized response rule permits or requires a specified action when its established conditions hold.

A metric threshold alone supplies neither the third nor a sound interpretation of the first two. Recover the basis of a threshold and the authority of the rule separately.

Allow for observation, interpretation and response delay. If an allocation is fixed on Monday morning, a report arriving that Friday is too late to inform it. Obtain the observation early enough for interpretation and response, change the commitment, use a qualified proxy or state that the promised follow-up is infeasible.

Establish the necessary access, assignments and resources. State the effect of a missing observation and the arrangement’s end or review condition. A proposed observer list is not an established service.

STR.12:4.3 - Qualify the signal before changing its receiving conclusion

Identify what was actually observed, for which subject, configuration and interval, by what means and with what uncertainty. Separate an observation from a forecast, a revised model and a proposed policy. Missing data do not mean that the monitored condition remains satisfied.

Ask whether the evidence changes a relied-on premise, its applicability, the comparison basis, an adopted selection policy or only the wording of an account. A corrected link with unchanged meaning need not reopen a strategic choice. A new data-use restriction can block a dependent trial even if the expected revenue remains attractive.

Use an adequate existing interpretation. Seek further evidence only when its attainable contribution to this decision warrants its complete burden and delay, under C.11.DUA. A sufficiently adverse whole-cost result can justify stopping further inquiry; uncertainty does not create an obligation to run an experiment.

If the decision needs to compare what proportion of customers or participants took a defined step, and the existing account is insufficient, construct an interpretable reading from the permitted evidence:

  1. Name the event and counted unit. A visit, account, person and paying organization can give different answers. State what counts as the event, such as a first paid order, rather than treating every recorded interaction as success.
  2. Group units by a relevant common entry rule, such as registration during a named month; this is a cohort. Choose a common period after each unit’s entry, such as its first twenty-eight days. Preserve material differences in offer, eligibility, channel and exposure. The same reporting date does not give newer and older entrants equal observation time.
  3. Recover the numerator and denominator under that definition. For a proportion of customers placing an order, count each qualifying customer once in the numerator and retain all customers required by the denominator, including known non-purchasers. Unfinished follow-up or missing records cannot be silently counted as no order or removed to improve the fraction. Reconcile the counts with their source events and transformations where the present reliance needs that check.
  4. Report both counts and the fraction, the observation period and material gaps. Compare like-defined readings; return the limitation where the groups are not comparable. A larger total can coexist with a smaller fraction. Totals still matter when the receiving question concerns workload, cash or an authorized limit.

This gives a descriptive comparison, not an effect attributed to the changed product. Different monthly groups can also differ because of selection or surrounding conditions. C.16 supplies measurement interpretation and comparability; C.28 governs a causal use. If the decision needs that stronger answer, use a qualified existing result or consider a bounded comparison under STR.7. An observed equality or a difference not distinguished from uncertainty does not establish practical sameness: the uncertainty must be small enough for the difference that matters to this decision.

When a changed source requires discovering and revalidating several actual receiving uses, use A.10.1 for that bounded work. For one known dependence, the direct source-reliance and subject Method may suffice. Citation alone does not establish dependence.

STR.12:4.4 - Compare the warranted responses

Consider the responses that can still achieve a worthwhile result: continue unchanged, narrow scope, change timing, pause a dependent activity, stop it, or choose a different direction. Compare their consequences, displaced work, closing duties, reversibility and current constraints. A pause is not free if it loses people, access or an expiring option.

Preserve the distinction between the present conclusion and the later action. Advice that a premise has failed can finish as advice. An owner can apply an already authorized stopping rule within its scope. A change outside that scope requires the actual competent decision.

Reopen only the material contribution. A changed demand assumption may require a revised comparison under STR.9, not a new capability programme. A newly affected group can require STR.1 or STR.3 to reconsider the question. A changed method or selection rule has its own grounds; do not quietly alter the rule to protect a favoured option.

Continuing is a substantive possible result. State why the signal leaves the inspected decision adequate under its current conditions. Do not use that limited conclusion to certify branches that were not inspected.

STR.12:4.5 - Make the current result usable and close the bounded question

Return the qualified signal, affected premise, supported response or recommendation, material limits and receiving owner. State the change in scope, conditions or commitment clearly enough that another participant can tell what may now be done.

Preserve the earlier observations, comparison and decision as earlier occurrences. A later change in selection policy can alter eligibility without making the earlier observations false. Record an actual new decision separately from the recommendation that preceded it.

Keep independent commitments only where their present basis remains adequate. If evidence or authority is missing, name the affected gap and any applicable protective rule. Close this follow-up question once the bounded return is supported; continuing observation proceeds under its own scope, rather than making every earlier decision perpetually unfinished.
