| Force | Tension |
| Responsiveness and stability | Early signals can justify timely change; reacting to every fluctuation destroys useful continuity. |
| Detection and response delay | Frequent observation helps only if interpretation and authorized response can still arrive in time. |
| Focused testing and new concerns | Named signposts test known premises but may miss a new beneficiary, consequence or opportunity. |
| Local response and strategic authority | An owner may suspend a trial without having authority to change the organization’s direction. |
| Learning and exposure | Another observation may improve the choice while consuming the capacity or opportunity that made the option worthwhile. |
| Traceability and burden | The changed premise must remain recoverable without creating a reporting system larger than the decision. |
