Strategic practice continues through relations among people, work, descriptions, means and decisions. Those relations can vary independently: a method can be remembered but not used, used but not recognized, or recognized without adequate evidence.
Deliberate influence is most useful when it targets the actual relation and respects its conditions. Keeping continuation, intervention and observed effect separate makes learning possible without requiring every cultural question to become a new programme.
