STR.1:10 - Architectural Rationale
A strategic direction connects a desired contribution to capabilities and commitments over time. The subject and receiving decision therefore have to remain visible together: identifying only an organization says too little about the question, while identifying only a decision can hide the contribution it is meant to sustain.
Framing is separate from uncertainty analysis because a clear question may already have sufficient evidence. It is separate from selection because the recipient may need advice without delegating choice. This division allows each result to be used directly and avoids making a whole planning cycle the price of one useful answer.
