How much framing should precede strategic analysis? Adopt the receiving-use and choice-owner distinction in the Problem Structuring and Decision Support framework’s PSD.1, and adapt it to direction, contribution and commitment over a strategic horizon. A goal-led plan is a serious alternative when the goal, scope and authority are already settled: in that situation it is cheaper to proceed directly. Its defect here is treating a disputed goal or preferred initiative as agreed. Sections 4.1–4.4 therefore recover the question before expanding the analysis, but section 4.5 preserves the direct stop. PSD.1 is reusable practice guidance, not empirical evidence that this particular SensorCo frame will succeed.

Must goals be fixed before available means are considered? Rapp, Olbrich and Packard’s 2026 analysis of effectuation and judgment is a current conceptual rival to a rigid goal-first account. Adapt its requirement for judgment about means, goals and affordable loss: identify enough of the strategic subject and recipient to make that judgment possible, while allowing the next inquiry to change the goal. The explicit trade-off is a revisable boundary instead of a fully specified plan. The source does not establish a universally superior entrepreneurial method. Reopen this choice if the actual engagement can no longer produce a useful next answer without settling a wider purpose or participant question.

Why keep several developing subjects in view? Using a system, creating it and examining how its creators work are different activities. The pattern connects continuous organization development with strategy: a product, an organization and a person’s capability can require different changes and different evidence. Sections 4.2–4.4 use that distinction when it changes the frame. A product-only roadmap remains sufficient when surrounding capabilities and conditions are adequately supported; otherwise it can hide the actual constraint. The resulting frame identifies the needed contribution without claiming that one mechanism of learning develops every kind of system.
