STR.1 supplies a missing strategic frame. STR.3 qualifies uncertainty or competing interpretations that affect the choice. STR.9 compares alternatives when an old premise changes their relative merit. STR.12 connects material observations to authorized continuation, pause or revision.

FPF A.10 supports claim-bound evidence for one known use. A.10.1 supplies affected-use discovery when a relied-on source changes and the receiving uses are partly unknown; a world-side change without source revision remains a direct strategic question here.
