STR.4:10 - Rationale
The strategic contribution of scenarios is conditional comparison. Their value comes from making a consequential difference legible, not from forecasting success or maximizing the number of imagined worlds.
Causal explanation and decision discrimination do different work. The former makes the proposed situation intelligible; the latter justifies spending strategic attention on it. Both are needed when the scenario is retained for this use.
