STR.8:1 - Problem frame
Use this pattern when a promising direction depends on an ability, partner, platform or initiative that nobody has yet connected to an obtainable result. Begin with the contribution the customer or other recipient must receive, then work backward to the conditions that make it possible.
The working result is an explained dependence account for a direction or option: what it promises, how it could be provided and sustained, which capabilities and conditions it needs, what is supported now and what is missing. It can justify a narrower proposal or a precise request before any development work is commissioned.
Here a capability is an ability to obtain a contribution under stated conditions. A capability description, installed tool, training attendance and demonstrated performance are different things. Their difference matters because each can leave a different gap.
The practical gain is to replace “implementation is not ready” with the contribution that actually limits the strategy. Do not construct a capability map when an existing qualified result already answers the relevant feasibility question. A complete account can finish without organization change, a learning programme or a new platform. Stronger reliance requires the professional evidence and authority for the actual promise being made.
